S1.10 - Implementation of RBI on the cloud for major refining and chemicals company based on API 581 2016 edition

Description

The Risk Based Inspection (RBI) methodology is widely used internationally, especially in the Oil & Gas Industry and is well accepted in many countries. API RP 581 is a well-established methodology for conducting RBI in the downstream industry and the 3rd edition of the standard was published in April 2016, while a first addendum to the standard came out in April 2019. An update on API 581 and other related standard developments is included in this communication. The lessons and learnings from a recent RBI implementation for a major refining and chemicals company are also reviewed. A cloud-based enterprise deployment of the RBI model has been selected based on DNV GL’s Veracity platform, and Microsoft Azure. The Software as a Service (SaaS) deployment allows users to share data and run RBI through a web browser, while software installations, corrections, updates and the responsibility of smooth operation of the system are taken care by the software supplier. This makes maintenance of the RBI easier and minimises software maintenance costs. The background of the project, the regulatory framework and other constraints are reviewed. The integration of RBI in the company’s inspection processes is also described and explained. The change of the deployment model has required some changes to the way RBI is implemented and used. However, once the initial teething issues have been resolved, the users and company start seeing the benefits of the new RBI deployment model.
